UK English Language requirements tightened under Labour Government

Earlier this year, the Labour government published a White Paper titled “Restoring Control over the Immigration System”, outlining a comprehensive plan to reform UK immigration. The White Paper highlights the government’s aim to reduce net migration, tackle perceived abuses, and attract international talent to support economic growth.

Following this, the Home Office released updates to the Immigration Rules through the Statement of Changes in Immigration Rules (HC 997), effective 22 July 2025, and HC 1333, effective 14 October 2025. These updates introduce a wide range of reforms, including stricter English language requirements and a focus on highly skilled workers with degree-level qualifications.

Key Changes to English Language Requirements

  • Skilled workers must now meet B2 level English
    From 8 January 2026, skilled worker migrants will be required to pass a B2 level English test (equivalent to A-Level standard) to enter the UK. Tests must be conducted through approved Home Office providers. Previously, B1-level English (GCSE standard) was sufficient. B2 level assesses speaking, writing, listening, and reading skills.

  • Dependants must meet A1 level English
    Dependants of skilled workers will now need to meet A1-level English, a basic standard of communication, when applying to join the main visa holder. For visa extensions, dependants will need to meet A2 level, and for Indefinite Leave to Remain (ILR), B2-level English will be required.

  • Skilled workers must have degree-level qualifications
    Under the new HC 997 rules, skilled worker applicants must hold qualifications at RQF Level 6 (degree level) or above. Their job roles must clearly reflect this higher skill requirement.

  • ILR English requirements
    HC 1333 states that partners or parents who cannot meet the English language requirements under Appendix KoLL may be allowed to remain in the UK for up to 30 months, but will have no access to public funds.

These reforms are intended to raise the English language standards for migrants and ensure that immigration contributes positively to the UK’s economy. By prioritizing highly skilled migrants, the government aims to manage migration more effectively while supporting economic growth.
